Independent projects that have single jurisdictions that vary depending on the state are often autonomous and offer sole discretion on how a particular community will plan it. However, the projects have limited opportunities for coordinated planning, unlike the intergovernmental projects that require multiple jurisdictions to come into an agreement because of the need to share available resources and uphold peace globally. While joining multi-jurisdiction projects a state will first analyze its ability to suit in the existing plans. Most of the projects that fall under this category involve states that have the same resources, authorities, threats, and concerns. These states have in the past measured their capacity in similar projects and therefore believe that all partners will uphold the set terms and conditions.
Global concerns require different interventions and their characteristics require varying jurisdiction. For instance, genocide is a global concern that requires the intervention of all state and therefore multiple jurisdictions intervene for the whole world regarding the crime. The same laws apply in almost all countries. However, drug trafficking requires the intervention of a single jurisdiction depending on the location and the manner in which the crime was committed. Nevertheless there have been efforts to make a universal jurisdiction over drug trafficking due to the numerous complications involved in the crime.
Drug trafficking is a major concern all over the world. However, states have been unable to effectively contain it because of the unwillingness of governments to prosecute the criminals involved. The major issue that makes criminals escape from punishment is the varying jurisdictions in different states. For instance, if a criminal commits a crime in country A, country B will not manage to establish personal jurisdictions over the suspected trafficker because it is beyond its boundaries. In this case, it is difficult to hold the criminals liable for their actions.
